VA Home Loan Reform Act
I'm thrilled to share some exciting news that hopefully, will have a lasting impact on our veteran clients. Recently, the U.S. House of Representatives unanimously passed H.R. 1815, known as the VA Home Loan Reform Act. This pivotal legislation aims to permanently codify a temporary policy that was first introduced last June. The policy allows veterans the ability to directly compensate their real estate agents, which is a significant step toward ensuring they remain competitive in the housing market. This bill went to the Senate and the Committee on Veterans’ Affairs on 5/20/2025.
The VA Home Loan Guaranty program, a unique initiative allowing veterans to purchase homes without a down payment, has been a cornerstone for nearly half a million home transactions in 2024 alone. However, current VA Loan restrictions have prevented veterans from directly compensating their agents—a limitation this new act seeks to rectify. This restriction became particularly problematic after the NAR class action settlement last October, which resulted in a situation where sellers could decide that they would not compensate buyers’ agents for their services, as had previously been customary. This has the result, in some cases, of shifting the payment of buyer agent compensation to the buyers which the VA did not allow.
By allowing veterans to compensate their agents directly, buyers have more home-buying options and REALTORS can continue to provide VA Buyers with the professional representation they deserve. VA Buyers are not forced to choose between finding the home of their dreams and having the services of a professional realtor for their purchase. This not only helps to empower veterans to make sound real estate decisions but also ensures their offers are viewed favorably by sellers in an increasingly competitive market.
The bill also introduces a partial claims program to aid veterans struggling with mortgage payments, underscoring a commitment to their financial security. This complementary initiative will provide much-needed support for those who have served our country with honor and may find themselves in financial distress.
